Vision taking shape for landmark Newtownards Library and Citizens Hub

Plans for a major new Library and Citizens Hub in the heart of Newtownards have reached an important stage, with updated concept designs now developed for the redevelopment of the Queen's Hall site.
The ambitious partnership project between Ards and North Down Borough Council and Libraries NI seeks to create a modern, welcoming and accessible destination bringing together an expanded library, arts and cultural facilities, a flexible community and performance space and a range of shared public amenities.

Queens Hall Newtownards Concept Design
The emerging proposals have been developed by Samuel Stevenson & Sons. Work completed to date has included site investigations, technical surveys, detailed analysis of the surrounding townscape and consultation with Elected Members, building users, Council staff, Libraries NI and members of the local community.
The current concept envisages a new landmark building on the Queen's Hall site, with entrances from both Regent Street and West Street linked by an internal 'arcade'. This route would improve connectivity through the building and provide flexible spaces that could support displays, activities and local pop-up enterprises. The developing design also includes study areas, classrooms, galleries and pottery facilities, a flexible auditorium and bookable community space.
The proposals have been shaped by feedback gathered during targeted engagement sessions in June 2025. Participants expressed strong support for a larger performance space, a visible library presence at ground-floor level, improved accessibility, abundant natural light and a design that respects the heritage and character of Newtownards.
The design team has now completed RIBA Stage 2 design work, and the project is progressing through the next phase of design development. As part of this process, the Council and its partners will continue to test and refine the accommodation, accessibility, operational arrangements, affordability and long-term running requirements for the facility.
Mayor of Ards and North Down, Councillor Craig Blaney, said:
"This is an exciting and ambitious project for Newtownards. The emerging designs demonstrate the potential to create a distinctive new landmark that brings library, arts, cultural and community facilities together in one inclusive and accessible building.
"It is particularly encouraging to see how the ideas and priorities raised by local users have informed the developing proposals. There remains significant work to complete before the Council can move on site, but reaching this stage represents positive progress and gives us a much clearer picture of what this important facility could offer the town and wider Borough."

The next phase of work will include further engagement and design review, alongside detailed consideration of how the building would operate and be resourced. The project must also complete the relevant business case, affordability, funding and approval processes before any decision can be taken to proceed to construction. No date for going on site has yet been confirmed.
